Just brainstorming out loud here...
The fact that the van will run AT ALL with the fuel pump disconnected, and
that there is no visible pulse in the injection during cranking sounds like
"something" is triggering the injectors to stay wide open. I didn't know
that was possible, but.... I am assuming that all four injectors were
tested, and all four performed the same way, (wide open).
Can the mechanic hear an audible "click" from all four injectors when the
ignition is turned on/off? If not, is it possible that the injectors are
physically STUCK open? I have never heard of this happening, as they have a
decent spring slamming them shut, but...
Any thoughts from Darrell about the circuit that triggers the injectors to
open? I have an 1982, so I can't go look, but does the 1984 1.9 l make use
of series resistors/could this be the problem?
Again, brainstorming to help the desperate: in the 1982, the injection is
triggered/timed by the distributor; I believe it is also on the 1984. I
know the mechanic said the hall sender is okay, but could the FI hook-up to
the hall signal (if any?) be at fault?
Sorry to only be able to scratch my head with you...hope these ideas help.

INJECTORS pass drip test but with engine being cranked a
steady good spray (no visable pulse)causing a flooding
problem All Voltage &ohmmeter from check tables ok O2 test
ok fuel pump ®ulator OK Airflow shows a smooth sweep
coolant temp in range throttle switches OK Ignition system
,hall generator,Idle stabilizer ,hall control unit , coil,
wires, plugs, OK CLeaned all grounds on engine replacedfuel
inj. ,control unit ,same problem -control unit shorted out
again PLEASE HELP
