Most likely, it our constant friend, Mr. Corrosion.  A great opportunity to attack all electrical contacts with steel wool, polish things up nice and shiny, and then gently smear Dielectric Grease or Vaseline on anything electrical.  Of course, first disconnect Negative on battery before proceeding.  Relay on panel....yep, pull it out, shiny up those contacts too....same wipe of grease on the contacts before reinserting.  And for good measure, click the Hazard Switch quickly on and off like 50 times....corrosion happens inside of that too.  (That is probably the root of your current problem...that Hazard Switch.)
