Unfortunately air filter efficiency or air flow (pressure drop at a certain flow rate) is hard to find to make comparison amongst brands. Air filters like many things automotive are a compromise between cost, air flow, how small and type of particles get trapped and how much dirt can be held before the combination of excessive resistance or the dire traveling through it (break through). A filters effectiveness is worse when new. As dirt build up it can trap smaller particles. At some point the smaller particles can make it through again. The panel filter for the 1.9 has plenty of capacity and if the ducting and stuff is in place should get too much stuff from the road. As for quality I have not had any bad experiences with any of the brands I have used over the years.
If you really want to make an improvement consider going to the 2.1L air filter housing and using the Syncro high capacity filter. You can even add the Syncro pre filter cyclone dust separator. With this combination the air filter will last for many years and that filter can handle a lot of flow.

What then? If you're using a crummy air filter, then you'd want to switch to the good one. Is there a known good one?
