If speaking stock vanagon 14 inch alloy wheels..
no true.
the caps plug in from the outside..
the only trick though is ..you can't do that with the wheel mounted ..
Wheel has to be pulled out an inch or two to pop in the caps. ..or
basically ...removed from hub/flange.
