The factory alloy wheels I have had are painted/coated.  The metal surface
is not available.  It's under the coating.  The plastic caps don't install
from the inside of the wheel.  They pop on from the outside.  The rim on
the cap will not fit through the wheel center at least on my old ones that
now live down the street.
