the gear has to retract all the way.
it has a one way cluch in it.
it will 'freewheel' one direction with easy/medium finger pressure.
if you turn it the other way ..
it should turn the whole armature and you can feel that resistance.

how could you think that with the starter having such a huge leverage or
gear ratio on the engine ..?
tiny gear spins a big one ( flywheel gear teeth ) ..
just like a bicycle...small sprocket in front,
large in rear, gives you power and leverage to turn the rear wheel.
if the gear ratio starter to flywheel was not 30 to one or whatever it is,
you'd need one huge starter to spin the engine over.
and some starters are even 'gear reduction starters' so they have even more
leverage ..there's a gear ration change before energy even gets to the gear
that turns the flywheel.
a pure electric vanagon has been done.
It's always a compromise to convert a was-gasoline-car to pure electric.
For one ...you put in say a thousand or more lbs of batteries to get any
range..
and suddenly the brakes and suspension are badly overtaxed compared to
stock.
the starting level to convert to pure EV is about $ 7,000 ..and that's with
the lowest tech cheapsest lead-acid batteries. There are at least two types
of batteries above that ..
costing much more, and giving further range.
and there's the charging time factor ..
so ...sure... a pure EV can be very viable for much of our driving which is
often just 8 miles here, 8 miles back after a while.
I have a buddy with a VW Bug EV ....says it's fine.
it's probaby 5 miles to work.
and charging overnight at home is easy ..
so for limited use like that ...that works.
Most homemade pure EV's only have a range of about 50 miles ..depending on
battery type and electrics.
You can spend $ 20K on building one if you want.
and ...how are you going to have a heater ?
one guy ......sorry it's not friday ..
took the front of a diesel Rabbit car and made it into a pusher trailer.
So when he's going somewhere say a hundred miles away ..
he can fire up his diesel pusher trailer from the cockpit of his EV and keep
going that way.
pretty clever I thought. Or power assist on hills.
so is your vanagon auto trans or manual trans?
