oh..
paint on top of rust ?
I just blast through whatever is there with a powerful mikita disc grinder
with course wire wheel on it.
takes off everything instantly.
doesn't tear up the metal though , like no grinding marks or anything.
if it's a paint bubble..
I pick at it ...I pick with a sharp object until I get to bare metal..
or bare metal with holes in it.
I never sand except for paint prep.

Scott,
I get you on the wire brush for removing rust. But what do you use to
get down through the paint to the rust? Sanding, I presume?
