Mark, the metal power steering line (low pressure side) has a short
piece of rubber hose connecting two separate front and rear sections
together behind the gas tank. That is the way it is from the factory.
The high pressure side also has a compression fitting at this same
area. Probably what happened is that they replaced the rear section
because that was what was bad at the time and now eight years later the
front section has rusted out and started to leak. If that is the case
then it isn't their fault at all, just normal wear and tear. The only
way you could possibly have a gripe is if they charged you for both
front and rear sections but only replaced one. Of course it is 8 years
later and depending on your environment and how much the van gets driven
in the winter an 8 year life span of a brand new metal pipe (unpainted,
bear steel) might be normal.
As Frank said the aftermarket replacement kits that both he and I sell
are all rubber and should last longer than the metal lines since they
aren't prone to rusting. The rubber I use is made in the USA and it is
used on heavy equipment. Being under a van and out of the sun it should
last for twenty years or more. They are one long run from front to rear
with no junctions (less places to leak). Also you can install them in
less than an hour and not even take out your old metal lines if you
don't want to. The cost of our kit is $225 and the part number in the
