That's because you don't want to blind oncoming drivers. I love mine, and
recently upgraded to HID for both outer and inner lights, with the outer
being a tue hi-lo system. White clear light in all kind of weather (I don't
know about snow, of course, since I live in Puerto Rico). The point is, they
work great for me.
