The throttle switch is only closed at idle or full throttle. So, sure, it
could be that, but it's not probable. A quick thing to try is unplug the
throttle switch, as per Bentley.
I agree with most everyone else, you have a fuel issue.
Replace the filter first, then try the other things (pressure, etc).
