The way I adjust the idle on my 1.9s is to first make sure all the other
stuff is right (no vacuum leaks, tuned up, etc) then I shut down the
engine, unplug the two leads at the idle stabilizer and plug them
together. Start the engine and adjust the big screw (idle screw) on the
throttle body for the proper idle speed. Then I shut down and put the
plugs back on the idle stabilizer.
If the idle speed then changes to something different from what you had
with the idle stabilizer bypassed, the stabilizer itself could be bad.
The "California" edition has a green idle stabilizer and the "Federal"
model has a black one. The difference is the idle speed at which it
stabilizes. They're only about 100 RPM apart but right now I can't
remember which one provides the faster idle.
