The "83-1/2" indicates it is the early generation Water Boxer. The 1.9L does appear to get better fuel economy than the 2.1L, Some is perception but there are some major differences.
Most 1.9 do not have power steering or AC. The speedometers on most 1.9L vans is grossly optomistic, to the point of being silly. You think you are cruising at 70 but you may not even be doing 60. Based on aerodynamics alone, 70 requires almost 30% more fuel than 55. The odometers are also optimistic by ~4% so you are not going as far as you think.
The gearing is the same for both engines. So it makes sense the 2.1L may use more fuel at a given cruising speed. The FI in the 2.1 also tries to run leaner which in some situations will reduce power and economy, (counter intuitive).
I know I was very disapointed when I went from an 84 7 passenger to the Syncro Camper. 21-22 mpg to 17.
