The refrigerant police may not go after individuals but they do show up
in auto shops. They will even bring in trick cars and try to get a shop
to do cheapie conversions to catch them.

Just putting the info out there. I've never heard of the refrigerant
police
taking anybody down, but I bet it could cause all kinds of legal issues
under certain circumstances, starting with accidents and insurance
claims.
I dunno that I'd call that a 'nice' gray area.... just a gray area, and

iffy one at that.
Besides, for the residents of those 18 states and D.C., there's no gray
area
at all, and those folks ought to at least be informed of that before
they
make a decision. Given all of that, and given that there are legal
alternatives that are effective and inexpensive, why get into it at all?
