David, that fuel line sheathing is available from VW. See my _Vanagon Items

Injection for the part number. I don't usually keep much of it in stock but when
needed I order it in from VW. The fuel lines tie wrapped to the intake runners
or anything else to keep them from bouncing around is good. Check the fuel
rails while your in there. They are known to have that metal ring at the end
that holds the end cap on rust away and letting the cap loose. The fuel
pump should also be removed and checked for corrosion on the case where the
holding clamp is. POR-15 on the pump body is a good way to prevent the corrosion
if the pump is still intact and not leaking. If leaking, it's best to
replace it unless your good at repairing the leak and taking a chance.
