Is your Westfalia the same as mine - see

If so, then yes they are a little more top heavy but nothing serious. The
top bunk is where we put our blankets, pillows and sleeping bags and the
front cabinet is where our cloths go. I've done some scary off roading with
this and we are still upright!
Overall, I would never trade this one in - perfect vehicle all around. I
use Rancho RS9000X shocks in the rear, which are adjustable, so when it is
windy I just crank up the stiffness and a lot of the push from the wind goes
away.

Hi, I have an '87 high-top, it has storage in the rear over the bed and a
mirrored cabinet with storage in the front. ( and nice standing room
between) I'm not sure who did the conversion or if it was VW, the first
owner lost the manuals! There is a lot of space but I've heard concerns
about packing it too heavy making the wind issues worse; however, with good
tires it seems to handle similarly to an 87 flat top and an 83 diesel camper
I've had. (actually a little better as the flat had car tires). Plus, in the
summer the little side windows in the top are great for both cooling and
relieving cross-winds...

the typical pop-top westy has outside storage space on the roof above
the driver-passenger area, where you can bungee-down luggage or whatever.
there is a non-pop-top westy, more common in europe it seems, with a
permanent raised fiber-glass sleeping area that i think is called a bubble
top.
the question: in the bubble top, is there storage space above the
driver-passenger area -- inside the bubble-top -- or just a lot of
head-room? it seems a list member, awhile back, said that space is storage
space. can anybody confirm that? many thanks. art '82 westy
