Your heater box may have some sealing issues. No way to fix that except
to remove the dash, then remove the heat box and install new
seals......... if it's done proper!!. You may be able to remove the
grill and stuff some filler of some type in the air inlets to block air
from coming in. That will get it done, but it's not the best. Having
working controls is best.
So far as running cold at speed, it really sounds like something is not
installed right. One of the sensors is not functioning properly. Or
maybe a bad connection.
