Sounds like a fine application of wiki http://www.wiki.org/
What is it? => http://www.wiki.org/wiki.cgi?WhatIsWiki
Wiki allows non technical people to contribute and edit documents posted by
others etc.It would free the content to evolve beyond a handful of
technically savvy people who may or may not have time in the future.
