So I jumped out the motor and the wipers still ran slow. When I disengaged
the power it stopped halfway and one of the linkages was exposed. Being
the feely type I grabed at the link and wiggled it some to see how loose
(or not) the bushings were. there was some stickiness but it worked a
little free. Resulting in the wipers moving a little guicker. Good news:
it seems the problem lies in the linkages. Bad news: now I will have to
pull the dash. Oh well, now I get intimate with "Elsa".
